Policy coherence and institutional strength are essential for an effective innovation ecosystem. In many African countries, innovation policies are not well aligned with national development plans, and the agencies responsible for implementing them often lack the capacity or resources to be fully effective. The IAA Network addresses both challenges by supporting policy harmonization and offering targeted capacity-building programs.
Through shared frameworks, policy dialogues, and collaborative research, the Network helps countries align their innovation strategies with continental and global goals such as the African Union’s Agenda 2063 and STISA-2034. Harmonizing policies enables countries to cooperate more effectively, pool resources, and avoid duplicating efforts.
At the same time, the Network recognizes that policies alone are not enough. Institutions need the technical, strategic, and leadership capacities to implement them. To this end, the Network delivers customized training, peer learning programs, and technical assistance that respond to the specific needs of member agencies. This includes training in governance, strategy development, funding mobilization, impact measurement, and digital innovation.
The Network also supports policy experimentation, enabling agencies to test new approaches and refine their models based on real-world results. These experiments inform policy development and ensure that innovation systems remain adaptive and responsive to change.
Through these combined efforts, the IAA Network is building a more capable and connected innovation community in Africa. Harmonizing policies and building institutional capacity allows countries to accelerate innovation, attract investment, and ensure that the benefits of innovation are widely shared. This dual focus lays the groundwork for a more dynamic, inclusive, and forward-looking innovation ecosystem across the continent.
